Our foundational belief system on artificial intelligence, capital, American business, and the responsibility of every leader in this era to transform or be transformed.
I.
AI Is the Operating System, Not a Tool
The dominant mental model — "use AI to answer questions faster" — captures less than five percent of the available leverage. True transformation requires restructuring how every decision, every process, and every department operates. The Capital Gains Institute teaches companies to run on AI as infrastructure, not as a feature they occasionally turn on.
II.
Capital Intelligence Is the New Financial Literacy
Just as a CPA credential signals financial competence, the G.A.I.N.S. certification signals AI operational competence. Every business owner, every professional, every employee deserves access to the knowledge that was once reserved for the elite. The CGI certification is that credential: $59 online, with Florida Incumbent Worker Training guidance for eligible employers.
III.
Chatbots Are the Floor, Not the Ceiling
AI agents that plan, execute, remember across time, and escalate to humans only when genuine judgment is required — that is the standard. The CGI curriculum teaches operators to build and deploy at that level. The G.A.I.N.S. curriculum includes preparation for the CertNexus Agentic AIBIZ (AGZ-110) exam. We provide the instruction, the certification, and the ongoing fractional CAIO support to make it permanent.
IV.
The Business Brain Is the Missing Layer
Critical business knowledge is scattered across people's heads, email threads, Slack messages, and random spreadsheets. AI cannot operate on fragmented knowledge. The CGI transformation methodology begins with building the Business Brain — structuring every process, every pricing rule, every client interaction into a unified, AI-readable knowledge system that compounds over time.
V.
Grant Funding Is the Moral Imperative
Florida’s Incumbent Worker Training program may reimburse eligible employers for approved training of existing employees. CareerSource Tampa Bay lists a maximum of $25,000 per employer per program year (July 1 to June 30) and $3,500 per trainee, with an employer contribution of at least 10%, 25% or 50% depending on company size. CGI’s mission is to help eligible Florida employers prepare that application. CareerSource decides eligibility, amounts and timelines, and training cannot start until the contract is signed.
VI.
State by State. One Standard.
The Capital Gains Institute is built to scale. Florida is the first deployment. The model — free diagnostic, certified training, state grant connection, fractional CAIO retention — is fully reproducible in every state with an ETPL-equivalent program. Our goal is to grow state by state and earn recognition as a standard for AI workforce certification. That recognition has to be earned, and it starts with documented outcomes.

A six-gate framework for building offers people actually buy. Read it below.
Article 01 · The Playbook
The PROVEN Protocol: How We Build Every Page With Data, Not Guesswork
Most businesses build what they wish the market wanted, then hope. We don't. Every page, product, and offer at CGI passes through six gates before it ships — we call it the PROVEN Protocol. Nothing goes live until it clears all six. Here is the entire framework. Use it on your next launch.
P
Pain & Demand
Don't build the idea you love — build what people already search for and already buy. Demand has to exist before you show up. A market earns the green light when it passes the RRT test: it is Recession-resistant (people buy in good times and bad), the price can be Raised (you're not trapped competing at the bottom), and Technology improves the margin (every advance makes you more profitable, not less).
R
Reader
Write for one named buyer, defined by real data — not a hunch about "everyone." When the reader feels "this was made for me," they convert. The more specific the person you picture, the more you sell. Vague audiences produce vague pages that move no one.
O
Offer Above the Fold
Your headline, sub-headline, and call-to-action must be visible before anyone scrolls. Apply the bar test: if you can't say your offer out loud over loud music at a bar and still be understood, it's too complicated — cut it down until you can.
V
Villain, Victim, Vow
Every strong brand tells its story in three beats. The Villain is the real problem your customer is fighting. The Victim is who they are before they find you. The Vow is the specific promise of who they become after. Name all three and your message stops being about you and starts being about them.
E
Evidence
Put real proof high on the page — and only real proof. Documented outcomes, named results, verifiable numbers. Real evidence compounds trust every time a prospect checks it. Invented testimonials and inflated counts do the opposite: they collapse the moment someone looks closely. Earn the proof, then lead with it.
N
Nudge to Convert
Lead with the reader's pain, not your feature list. Match the message to the traffic: cold visitors from an ad need a pattern interrupt that sparks curiosity; warm visitors already on your page need their pain named first. Then give one clear call-to-action — and reply fast. Confusion and delay are where conversions go to die.
Six gates. No page goes live until it clears all six. That discipline is why what we ship works — and it's the difference between guessing and knowing.

What this means for G.A.I.N.S.
The sheet excludes exam fees and certification or exam-preparation materials. G.A.I.N.S. includes preparation for the third-party CertNexus exam, so until CareerSource tells us how it wants G.A.I.N.S. invoiced, assume exam prep and exam fees are not covered and that only the training portion may qualify. CareerSource decides what qualifies. Ask us and we will walk through it.
What to prepare for the application
The employer completes the IWT application online. For each participating employee, CSTB asks for an employee IWT application, a general release of information and consent form, a grievance form, an I-9, the most recent W-2, and Selective Service registration if applicable. The company contact is told the pre-approval and the pre-approved grant amount, and the final IWT contract is signed by the CSTB CEO and sent to that contact.

Who is not eligible for IWT
Check this before you plan around a grant. If you are on the list, the self-pay price still applies and we will tell you up front.
Not-for-profit agencies and organizations. Charities, foundations and other nonprofit organizations cannot apply. The one exception is a hospital operated by a nonprofit or local government entity in Florida.
Retail establishments. Stores and other retail businesses are listed as not eligible.
Federal, state, county and city government entities. Hospitals operated by a local government entity are the exception.
Entities run entirely by volunteers. If the administration is made up only of volunteers, the entity is not eligible.
Labor unions.
Local workforce development boards and their administrative entities. This includes the CareerSource boards themselves.
Businesses that already received an IWT award this program year or last. The state guidelines also say each FEIN can receive one award every other year. The exception is for applicants in funding priorities 1 and 2: businesses training toward a credential on the Master Credentials List, and nonprofit or local-government hospitals and health care facilities.
Businesses open less than one year. The business must have operated for at least one year before the application date, as shown on sunbiz.org.
Businesses that cannot show financial standing. The state application asks for a Florida tax clearance letter, the latest IRS Form 941, a bank letter and a W-9. Any outstanding balance or lien owed to the State of Florida results in denial.
Businesses with no qualifying employee. The business needs at least one full-time Florida-resident employee on a W-2. Trainees must work at least 37.5 hours a week, have at least six months with the employer, be 18 or older, and be authorized to work in the U.S.
These are the employer rules in the CareerSource Florida Incumbent Worker Training guidelines for July 1, 2026 to June 30, 2027 (official PDF). CareerSource Tampa Bay runs its own local IWT funds and its information sheet to CGI does not list employer types, so ask CareerSource Tampa Bay (813-930-7827) to confirm before you plan around a grant. Not being eligible for IWT does not stop anyone from taking G.A.I.N.S. at full price.
How To Apply
Incumbent Worker Training, step by step
Order matters: apply, get pre-approved, sign the contract, then train, then request reimbursement. Training or spending before the contract is signed is not reimbursed. This is the Tampa Bay local process. CareerSource Tampa Bay confirms every step and has the final say.
Screen your organization. Read the "Who is not eligible" list. Nonprofits (other than certain hospitals), retail businesses, government entities and businesses open under one year are out under the state rules. If you are not sure, ask CareerSource Tampa Bay before you spend time on paperwork. (You; 1 day)
Confirm the training fits. IWT pays for skills training that helps an existing employee advance, such as preparing for a higher-level position or supporting a wage increase. It does not pay for soft skills, new-hire orientation, CPR, OSHA or degree programs. For G.A.I.N.S., the AI workflow training is the part to put forward, and CareerSource has said it must meet its requirements, including the appropriate certification. We walk through this with you. (You + CGI; 1 call)
Pick your people and your dates. Choose the employees who will train. Training must start and finish inside the program year (July 1 to June 30). The current year ends June 30, 2027. Count back at least 30 business days, about six weeks, from the start date you want. (You; Same day)
Get your written quote from CGI. The quote separates the training from exam preparation and exam fees, which CareerSource does not reimburse. It shows your required share (at least 10%, 25% or 50% by company size) and stays within the $3,500 per-trainee limit. (CGI; 1–2 business days)
Gather each employee's paperwork. For every participant: an employee IWT application, the general release of information and consent form, the grievance form, a Form I-9, the most recent W-2, and Selective Service registration if it applies. CareerSource Tampa Bay provides the forms. (You + each employee; 1–2 weeks)
Submit the employer application online. Use the official CareerSource Tampa Bay IWT application. Submit at least 30 business days before the start date you want. Earlier is better. Applying does not guarantee approval. (You; 30+ business days before start)
Wait for pre-approval. CareerSource tells your company contact the pre-approved grant amount. CareerSource decides eligibility, the amount and the timing. Do not enroll, pay or start training yet. (CareerSource; Set by CareerSource)
Sign the contract. Training cannot begin until the IWT contract is fully signed, including by the CareerSource Tampa Bay CEO, and every participant's eligibility is documented. Costs from before CareerSource approves and signs are not reimbursable. (You + CareerSource; Set by CareerSource)
Complete the training. Your team completes G.A.I.N.S. (online self-paced, or a live cohort scheduled with you). Keep every invoice, proof of payment and attendance record. CareerSource tells you exactly what it needs. (Your team; 6–8 hours online or 2-day cohort)
Request reimbursement and share results. Follow CareerSource's instructions to request reimbursement. CGI helps you assemble the documents. CGI also asks every certified company for a short results form so you can see the return on the training. (You + CGI + CareerSource; Set by CareerSource)
Application questions go to CareerSource Tampa Bay at employerinfo@careersourcetb.com or 813-930-7827. Not sure where to start? Call CGI at (813) 463-3401 or email grants@thecgi.org.
Two other CareerSource programs employers ask about
Neither of these pays for G.A.I.N.S. tuition. They are listed so you can tell them apart from IWT. Summaries are from the CSTB contract templates (OJT, and PWE version 8.27.2025); the signed contract controls.
Program
What it is
Key terms
On-the-Job Training (OJT)
An employer trains a paid participant while the person does productive work.
CSTB can reimburse up to 50% of the participant’s wage (up to 75% in some cases by employer size) for the extra cost of training and supervision. The agreement must be signed before the participant starts. Commission-based, seasonal and less-than-part-time jobs are not suitable. The employer commits to keep participants who complete training, and keeps records for five years.
Paid Work Experience (PWE)
WIOA-eligible job seekers gain work experience at a worksite partner.
Placed through a staffing agency that is the employer of record. Up to 192 hours per participant (8 weeks, up to 24 hours a week) at a $15 an hour wage set by CSTB. The worksite partner supervises (1:7 ratio) and signs a contract before any placement.

Funding Pathways
Two Ways CGI Training Gets Funded
For Employers
🏢
Incumbent Worker Training (IWT)
Eligible Florida employers apply to CareerSource Tampa Bay for reimbursement of approved training: up to $3,500 per trainee and $25,000 per employer per program year, with the employer paying at least 10% (50 or fewer employees), 25% (51–100) or 50% (101 or more). Apply at least 30 business days before you want training to start, and do not start until the contract is signed. CGI helps you prepare the application. Approval, amount and timing are decided by CareerSource.
ITA funding for individuals generally requires the training provider to be on the state ETPL. CGI is not listed yet, so we cannot offer this route today. Ask us and we will tell you when that changes.

The State-by-State Scalable Model
The CGI Fractional CAIO model is designed to replicate state by state. Florida is Version 1.0. States with comparable workforce grant programs are candidates for future deployment. A future regional operator would receive the CGI system: the curriculum, the grant application know-how, and the Fractional CAIO playbook.
This is the plan, not a result. Florida comes first, and expansion follows documented outcomes.

Founding Cohort — Now Forming
Become a Charter Company
CGI is enrolling a founding cohort of companies at charter pricing. In exchange, charter members agree to document their AI-adoption outcomes (a short 5-metric report) and — if they choose — provide a consented testimonial we can verify and attribute. This is how we build a real, evidence-based track record: outcomes first, claims second. Charter pricing is limited to the founding cohort.
Introducing the CGI Business Brain
Your company's institutional intelligence — given the power to think.
A private AI advisor trained specifically on your business — your operations, your pricing, your decisions, your history — that gets smarter every single month for as long as your company exists.
The Brain is, first, a private knowledge vault about your company — a secured repository of how your business actually runs: your SOPs, your pricing logic, your client history, your financials, and the decisions you've made and why. It is yours alone, walled off from every other company.
On top of that vault sits a reasoning engine that draws only from what it knows about you. It thinks through problems the way a seasoned advisor would — weighing trade-offs and surfacing risk — but always grounded in your facts, never generic internet guesswork.
And around all of it runs an action network of agents that handle specific functions on your behalf — responding to inbound leads, drafting documents and proposals, preparing reports — each one working from the same vault, so everything it produces sounds like your company.
Who It's For
Built for serious operators.
The CGI Brain is built for any and every business — but the sweet spot is companies doing between $10M and $100M in annual recurring revenue. Founder-led, family-owned, or closely held businesses across the U.S. and growing, where decision fatigue is real and institutional knowledge lives mostly in the founder's head. Larger companies can layer in more tools over time. We will report results from real customers as they come in.
How It Works
Four pillars. One mind.
The Reasoning Engine
The mind that thinks.
Built on frontier AI, it reasons through problems the way a seasoned advisor would. It weighs trade-offs, surfaces risks, and works through second-order consequences — always grounded in your company's actual facts, never generic internet knowledge.
The Knowledge Vault
The memory that never forgets.
A private, secured repository of everything that makes your company yours: SOPs, pricing, client history, financials, and the decisions behind them. It is walled off from every other company, and it compounds with every file you add.
The Conversation Layer
The way you talk to it.
Ask a question in plain English and get an answer in seconds — by chat or by voice, on your phone or at your desk. No dashboards to learn, no queries to write. It speaks the language of the operator, not the engineer.
The Action Network
The hands that do the work.
A set of specialized agents that don't just advise — they execute. Responding to inbound leads, drafting documents and proposals, preparing reports and follow-ups. Each agent works from the same vault, so everything sounds like your company.
How It Learns
Three sources. All transparent. All controlled by you.
01 · The Intake
A two-hour foundational conversation
We sit down and capture how your business actually runs — the knowledge that normally lives only in your head — and load it into the vault as the Brain's starting memory.
02 · The Monthly Review
A scheduled call to update its files
Once a month we update the Brain with what changed: new pricing, new hires, new wins, new lessons. Every review makes it measurably sharper.
03 · Whatever You Add
Any document, anytime
Drop in a contract, an email thread, a spreadsheet, a recording — whenever you like. The moment it enters the vault, the Brain can reason from it.
Compounding Growth
It starts as a baby. It becomes an institutional asset.
Month 1
Infant
Knows the essentials from your intake. Answers basic questions about your business and begins learning your voice.
Month 3
Toddler
Connections forming. It remembers past conversations, spots patterns across your files, and needs less context each time.
Month 6
Sharp junior partner
Anticipates the follow-up question. Drafts that sound like you. Catches inconsistencies you would have missed.
Month 12
Trusted advisor
Deep institutional memory. It reasons about trade-offs with full knowledge of your history and the decisions behind it.
Month 24
Institutional asset
The most complete record of how your company thinks — a compounding asset that outlasts any single employee and raises the value of the business itself.
The Trust Layer
Why it will not lie to you.
1
It only speaks from your files.
The Brain answers from your vault, not the open internet. If it doesn't know, it tells you — it does not invent.
2
Every answer is traceable.
Ask where an answer came from and it shows you the source document. No black boxes, no guessing.
3
You are always the decision maker.
The Brain advises, drafts, and recommends. The judgment — and the final call — always stays with you.
Let's Talk
Ready for a conversation?
No pitch. No catch. A conversation between two operators.
