The Workforce Innovation and Opportunity Act (WIOA) is a federal law signed by President Obama in 2014 — bipartisan legislation that reauthorized and improved America's public workforce system. It is the primary federal law funding job training and workforce development programs across all 50 states.
WIOA is not a new program or a temporary stimulus. It has been the law of the land for over a decade, administering billions of dollars annually through state workforce agencies, local CareerSource offices, and approved training providers.

Scale of Funding
WIOA provides approximately $3 billion annually in federal workforce development funding across the United States. Florida alone receives tens of millions of dollars per program year.

The Two WIOA Funding Streams Available to You
| Stream | Who Benefits | How It Works |
Stream 1: Incumbent Worker Training (IWT) Employer Reimbursement |
Your company as the employer. You pay for training upfront, the state reimburses you. |
Company pays CGI → Employees complete G.A.I.N.S. certification → Company submits reimbursement claim → State sends payment back to company |
Stream 2: Individual Training Account (ITA) Individual Voucher |
Individual employees who qualify based on income or workforce status. |
Employee qualifies at CareerSource → Receives ITA voucher → Voucher pays CGI directly → Employee attends training at zero personal cost |
The Incumbent Worker Training (IWT) Program is administered by CareerSource Florida and funded under WIOA. It is specifically designed to help Florida businesses upgrade the skills of their current employees — exactly what the G.A.I.N.S. AI certification does.

IWT Company Eligibility Requirements
| Requirement | Details | CGI Note |
| Business Type | For-profit Florida businesses. The state guidelines also allow hospitals operated by nonprofit or local-government entities. | Other nonprofits, government entities and retail establishments are not eligible. See the list below. |
| Florida Location | Business must be located and operating in Florida. | Tampa Bay area businesses fully qualify. |
| Employee Status | Employees must be full-time employees already on payroll prior to enrollment. | CGI training is for your existing team — not new hires. |
| Training Provider | Private training companies may be utilized upon review including accreditation, licensure, and prior CareerSource Florida approval. Provider's website and instructor resumes must be provided. | CGI's Florida CIE license application is in process. CareerSource reviews the provider and the training before it approves an IWT application. |
| Training Type | Training must directly upgrade employee skills relevant to the company's operations. | AI workforce certification directly upgrades employee capability in every industry. |
| Priority Given To | Small businesses, rural businesses, enterprise zones, and businesses in Florida's targeted industries. | State rules give priority to small businesses and some others. CareerSource Tampa Bay told CGI it has no restricted or priority industries locally. CareerSource makes every funding decision. |
Who Is NOT Eligible for Incumbent Worker Training
Check this list first. If your organization is on it, do not plan on employer grant funding, and tell us up front so we can quote the self-pay price.
- Not-for-profit agencies and organizations. Charities, foundations and other nonprofit organizations cannot apply. The one exception is a hospital operated by a nonprofit or local government entity in Florida.
- Retail establishments. Stores and other retail businesses are listed as not eligible.
- Federal, state, county and city government entities. Hospitals operated by a local government entity are the exception.
- Entities run entirely by volunteers. If the administration is made up only of volunteers, the entity is not eligible.
- Labor unions.
- Local workforce development boards and their administrative entities. This includes the CareerSource boards themselves.
- Businesses that already received an IWT award this program year or last. The state guidelines also say each FEIN can receive one award every other year. The exception is for applicants in funding priorities 1 and 2: businesses training toward a credential on the Master Credentials List, and nonprofit or local-government hospitals and health care facilities.
- Businesses open less than one year. The business must have operated for at least one year before the application date, as shown on sunbiz.org.
- Businesses that cannot show financial standing. The state application asks for a Florida tax clearance letter, the latest IRS Form 941, a bank letter and a W-9. Any outstanding balance or lien owed to the State of Florida results in denial.
- Businesses with no qualifying employee. The business needs at least one full-time Florida-resident employee on a W-2. Trainees must work at least 37.5 hours a week, have at least six months with the employer, be 18 or older, and be authorized to work in the U.S.
These are the employer rules in the CareerSource Florida Incumbent Worker Training guidelines for July 1, 2026 to June 30, 2027 (official PDF). CareerSource Tampa Bay runs its own local IWT funds and its information sheet to CGI does not list employer types, so ask CareerSource Tampa Bay (813-930-7827) to confirm before you plan around a grant. Not being eligible for IWT does not stop anyone from taking G.A.I.N.S. at full price.

In addition to the employer reimbursement pathway, individual employees may qualify for WIOA Individual Training Account (ITA) vouchers — which, for those CareerSource determines eligible, pay the training provider directly and may reduce or eliminate out-of-pocket cost. Eligibility is determined by CareerSource and is not guaranteed.

💡
Why Both Streams Matter for Your Company
Your company may qualify for Stream 1 (IWT employer reimbursement) for some employees while individual employees simultaneously qualify for Stream 2 (ITA vouchers). CGI evaluates both pathways for every client company and pursues the maximum available funding from both sources.
The Eligible Training Provider List (ETPL) is the official state-approved list of training institutions that are authorized to receive WIOA funding on behalf of their students and employer-clients. Think of it as the state's seal of approval on a training provider.
For an individual employee's ITA voucher to pay CGI directly, CGI must be on the ETPL. Employer Incumbent Worker Training (IWT) works differently. CareerSource Florida's published IWT guidelines allow training from private training companies and instructors, subject to a CareerSource review that can include accreditation, licensure and prior approval. CIE licensure and ETPL listing are not listed as prerequisites for IWT, but CareerSource makes the final call, so confirm with your CareerSource representative before you rely on it.
⚠️
Important Transparency Notice
Where CGI stands today: the Florida CIE Provisional License application is in process, and the state ETPL registration has not been submitted. The G.A.I.N.S. certification is fully deliverable today. The individual ITA voucher route requires ETPL listing, so it is not available yet. The employer IWT route is decided by CareerSource, and CGI cannot promise approval, an amount or a timeline.
The ETPL Approval Process — Three Official Steps
1
CIE Provisional License — Florida Commission for Independent Education
All private postsecondary training institutions in Florida must be licensed by the Florida Commission for Independent Education before they can operate or be approved as an ETPL provider. This is the foundational requirement for the ETPL. CGI's application is in process.
Official agency: Florida Commission for Independent Education (CIE)

Email: cieinfo@fldoe.org
Website: fldoe.org/policy/cie
Governing statute: Sections 1005.01–1005.39, Florida Statutes
2
State ETPL Registration — Florida Department of Commerce via Employ Florida
Once CIE-licensed, training providers apply for inclusion on the State ETPL through the Employ Florida portal. As of July 1, 2024, the ETPL application process is managed by Florida Commerce via a statewide process. State ETPL approval is required before applying to any local CareerSource ETPL.

3
Local ETPL — CareerSource Tampa Bay (annual window)
Once on the State ETPL, providers apply to the local CareerSource board for inclusion on the local ETPL. The CareerSource Tampa Bay local ETPL application window opens once a year; ask CareerSource for the current dates. State ETPL approval is a prerequisite. Once on the local ETPL, CGI can accept ITA vouchers directly from CareerSource Tampa Bay on behalf of qualifying individual employees.

The following calculations use the Incumbent Worker Training terms CareerSource Tampa Bay gave CGI in October 2026. These are estimates for planning purposes — actual reimbursement amounts are determined by the state and local CareerSource board.
| Team Size | Live Cohort Cost at $2,500/seat (low end of range) | Most You Could Be Reimbursed: 10% Share (50 or fewer employees) | 25% Share (51–100) | 50% Share (101+) |
| 3 employees | $7,500 | $6,750 | $5,625 | $3,750 |
| 5 employees | $12,500 | $11,250 | $9,375 | $6,250 |
| 8 employees | $20,000 | $18,000 | $15,000 | $10,000 |
| 15 employees | $37,500 | $25,000 (capped) | $25,000 (capped) | $18,750 |
| 25 employees | $62,500 | $25,000 (capped) | $25,000 (capped) | $25,000 (capped) |
Illustration only. It assumes the whole $2,500 seat qualifies, which may not be true: CareerSource Tampa Bay's sheet excludes exam fees and certification or exam-preparation materials, so only the training portion may qualify. Cost per trainee is capped at $3,500, the employer pays at least the share shown, and the cap is $25,000 per employer per program year (July 1 to June 30). Costs before CareerSource signs the contract are not reimbursable. CareerSource decides what qualifies, the amount and the timing. Confirm with CareerSource Tampa Bay at 813-930-7827.

Important Disclaimer on All Estimates
These figures are estimates based on published IWT program parameters. Actual reimbursement amounts are determined exclusively by CareerSource Florida, the Florida Department of Commerce, and/or CareerSource Tampa Bay — not by CGI. Reimbursement is subject to company eligibility, program funding availability, CareerSource's review of the training and provider, and proper documentation. Navigating the WIOA grant system is complex. There are multiple agencies, multiple approval pathways, documentation requirements, and strict timelines. CGI helps client companies prepare and keep track of each step at no additional charge beyond the training tuition. CareerSource makes every approval decision.
1
Free Eligibility Assessment

2
Documentation Preparation
CGI prepares all documentation templates required for your WIOA reimbursement claim — employee rosters, training completion records, payroll verification formats, and claim forms — so your submission is complete and accurate.
3
Training Delivery
CGI delivers the full G.A.I.N.S. Certification — 6 modules, online self-paced at $59/person or live instructor-led cohort at $2,500–$3,500/seat (sliding scale by company size). All employees receive verifiable digital credentials upon passing the final assessment. Credentials are issued by CGI; the curriculum includes preparation for the third-party CertNexus Agentic AIBIZ (AGZ-110) exam.

5
Reimbursement Claim Support
CGI guides your company through the complete reimbursement submission process — from initial claim filing through funds receipt. We are available to answer CareerSource questions, provide supplemental documentation, and help you submit a complete claim.
Order matters: apply, get pre-approved, sign the contract, then train, then request reimbursement. Training or spending before the contract is signed is not reimbursed. This is the Tampa Bay local process. CareerSource Tampa Bay confirms every step and has the final say.
| Step | What to do | Who | When |
| 1 | Screen your organization. Read the "Who is not eligible" list. Nonprofits (other than certain hospitals), retail businesses, government entities and businesses open under one year are out under the state rules. If you are not sure, ask CareerSource Tampa Bay before you spend time on paperwork. | You | 1 day |
| 2 | Confirm the training fits. IWT pays for skills training that helps an existing employee advance, such as preparing for a higher-level position or supporting a wage increase. It does not pay for soft skills, new-hire orientation, CPR, OSHA or degree programs. For G.A.I.N.S., the AI workflow training is the part to put forward, and CareerSource has said it must meet its requirements, including the appropriate certification. We walk through this with you. | You + CGI | 1 call |
| 3 | Pick your people and your dates. Choose the employees who will train. Training must start and finish inside the program year (July 1 to June 30). The current year ends June 30, 2027. Count back at least 30 business days, about six weeks, from the start date you want. | You | Same day |
| 4 | Get your written quote from CGI. The quote separates the training from exam preparation and exam fees, which CareerSource does not reimburse. It shows your required share (at least 10%, 25% or 50% by company size) and stays within the $3,500 per-trainee limit. | CGI | 1–2 business days |
| 5 | Gather each employee's paperwork. For every participant: an employee IWT application, the general release of information and consent form, the grievance form, a Form I-9, the most recent W-2, and Selective Service registration if it applies. CareerSource Tampa Bay provides the forms. | You + each employee | 1–2 weeks |
| 6 | Submit the employer application online. Use the official CareerSource Tampa Bay IWT application. Submit at least 30 business days before the start date you want. Earlier is better. Applying does not guarantee approval. | You | 30+ business days before start |
| 7 | Wait for pre-approval. CareerSource tells your company contact the pre-approved grant amount. CareerSource decides eligibility, the amount and the timing. Do not enroll, pay or start training yet. | CareerSource | Set by CareerSource |
| 8 | Sign the contract. Training cannot begin until the IWT contract is fully signed, including by the CareerSource Tampa Bay CEO, and every participant's eligibility is documented. Costs from before CareerSource approves and signs are not reimbursable. | You + CareerSource | Set by CareerSource |
| 9 | Complete the training. Your team completes G.A.I.N.S. (online self-paced, or a live cohort scheduled with you). Keep every invoice, proof of payment and attendance record. CareerSource tells you exactly what it needs. | Your team | 6–8 hours online or 2-day cohort |
| 10 | Request reimbursement and share results. Follow CareerSource's instructions to request reimbursement. CGI helps you assemble the documents. CGI also asks every certified company for a short results form so you can see the return on the training. | You + CGI + CareerSource | Set by CareerSource |
